I have the same problem. My 8-month old boy is primarily an indoor pee pad user. If he is without human company, he chews the pads and eats the
plastic backing.
Pad frame holders, washable pads and fake grass systems did not help in my situation. My boy chewed and tried to ingest parts of those as well.
The only solution for me was to take his pad away from him when he isn't supervised.
