since its happening in all of his legs i would suspect lyme disease. You can take him to the vet and have a simple blood snap test done while you wait. If it were LP then it would only occur in the back legs. Knees in the rear legs, elbows in the front.
Now, don't get me know, he could still have LP but this particular situation i would suspect something else is going on.
