What are you feeding your other 2? It might be food allergies causing the itching but if you think it is environmental, you could ask the vet for allergy meds or even Benadryl can sometimes help. I hope she was on heartworm meds since you said she was spending so much time outdoors.
It sounds like a trip to the vet is needed for a HW test/meds and allergy meds and medicated shampoo too.
