I have a rescue yorkie and I can understand why a rescue may not want to give to a family with small children. Ivy was a puppymill and I can see she would not be good with small children. She is not mean but she is alot more nervous than a puppy from a breeder. A rescue gets some of the worst case dogs and they don't want them to have to come back to them. They are only thinking of the dogs that they rescue.
I'm sure you will find the dog just for you.
