Don't allow him to go in inappropriate places. Keep him confined when you are not home and leashed to you when you are. Set him up for success. Don't give up and admit failure by resorting to belly bands in a puppy his age.

Is he neutered? You didn't answer that question. If he isn't he is probably marking.
