I had the same problem with Piper which started when she was about 15 weeks old. I tried pad holders with bigger pads, washable pads and I used the bitter apple spray that didn't bother her at all. I even tried newspaper in the pad holder. She would always shred her piddle pads. I finally gave up and outside trained her.
