Probably could have something to do with it, but some small dogs are just difficult to potty train regardless.

What I do know is that you absolutely need to get him neutered ASAP because when the testicle doesn't descend, I'm pretty sure it can turn cancerous. Not sure how much it would cost, because it's probably more complicated, but I would guess between 200-400 depending on your vet, and what needs to be done for him specifically in that situation.
