I guess all dogs are different.
Mine will only go outside. Which I'm happy about. I don't want them going inside for anything. It seemed that many small dogs do use the pads, but I'm really glad mine don't.
I tired pads with Myah when she was little..nope, she wouldn't use them. We tried the pet loo, nope she wouldn't use that.

I guess it is just figuring out what works for them.
