A pound of fat weighs the same as a pound of muscle. A pound is a pound. The difference is muscle is more dense and appears smaller. Height in yorkies really doesn't have an bearing on weight. Some show yorkies are very leggy...and are still under the 7 pound standard.
I found all my dogs had growth spurts at the 6 - 8 month age....
