Welcome to Yorkie Talk! My DH's dog itches like that. When it gets bad he ends up on some kind of medicine. He shampoos him in oatmeal soap and he eats the Verus food ~ the smelly fish kind.. seems to help somewhat.
I could ask the same questions as the poster before me but I will wait until you answer those to get a better idea as well.
