I am not sure I would keep the phone in a zip bag with the rice, as the point of using the rice is to dry it out.....and I am thinking that keeping it in a plastic bag may keep the moisture in........sounds logical to me.....and I would definately NOT turn it on for several days AFTER the rice dunk.....
Good luck, heck with the price of replacement phones......a box of rice is $2. LOL.
