Apparently because he's so small (1yr old) he was able to handle the fall (25ft) and not break anything.

If this were me, I'd probably seek out a Vet who specializes in Neurology just to rule out any brain injury. From the description of your lil' ones legs above, it sounds like a possible brain injury. I'm sure someone on here or your own Vet should be able to point you in the right direction to a good Neuro-Vet for a 2nd opinion.
