Try Biogroom oatmeal shampoo and when it says to shampoo it in and leave it on for 3-5 minutes, really make sure you do. I give him a really good massage during the time, he loves it. Make sure to rinse very well. I actually rinse twice even if I think I got all the suds out the first time. Also, perhaps try to extend the time between baths until you get it under control.
