Yes, as far as in OC cat licensing is optional. But I wonder who would want to come forward and pay that? The law states that if you are feeding a stray cat for at least 15 days that you are now its owner and you must pay the fee. If not, then you must report it to animal control, where it may most likely be put down. If you do not do either of those, then you are now a criminal. sheesh
