If you go through and read it does say that it is illegal to not have them licensed in the state of Michigan. They are supposed to have them both on at all times too and you can get fined... just thought I would pass on some info... you can read more in that link... and since your puppy is so young and you could say you just got her then they wont charge you the extra late fees, from what I have read. Good Luck, just wanted to pass on some useful info.
