Where as the law does treat animals as property there is also gross negligence involved in which additional compensation can be awarded. I would take the SOB to court. How in the world could he leave a small dog in the same cage with a big dog. I would speak to an attorney. I live in NJ and was a paralegal for many years. It's a shame but animals are treated as property however like I said there is gross negligence involved and additonal compensation should be awarded for the negligence.
