If the previous owner registered the microchip, then they will have to give permission to the microchip company in order to make the transfer. If you aren't able to make contact with the previous owner, then call the microchip company and find out what their policy is. I'm sure there are exceptions because, unfortunately this probably isn't an unusual circumstance. |
