Most shelters or your veterinary office should have scanners that would be able to tell you what type of chip is implanted along with the chip number. Normally ten digit chips are Home Again chips and nine digits are AVID. As for registering the chip in your name, you may have to provide the carrier of the chip with a copy of bill of sale or adoption agreement for verification that the puppy/dog was legally transferred to you. Upon doing so, you'd have to pay a small fee for the records to be updated to show you as the owner.
