I have heard of people using a small web chicken wire. Just staple on the inside of the rails. It is not very expensive, so maybe if you buy some, you could tell your neighbor that you have "extra" and maybe she would be interested in using it for a "safer" balcony for her dog, too. (I know, I know...she is probably an idiot... but we have to think of the DOG in this case)
