Most puppies' eyes reflect blue in pics but usually change to either the red/orange or the green color by this time. I think it might depend on other things too like the type of camera, lighting, etc...
He is a cute dog, not show quality for sure but looks like he has a lot of loving in him!
Is his body color brownish? He almost looks chocolate in the pic but that too may be the lighting.
