^ Yes you can DEF overuse it and they will build up a tolerance. I think they are kind of mean though. I wouldn't use one. Kind of like a shock collar to me. I don't agree with using scare tatics or pain/discomfort to train. i would only use positive methods.
Try to find out WHY he is barking in the first place, and address the issue. Sometimes they are just trying to tell you something and you are not understanding. That makes them frustrated and that's why they bark. Try to get him to redirect his energy onto something else.
