I have a confusing question concerning puppy rights.

If a dog has an unplanned pregnancy, and the mom's family told the dad's family that they could have one of the puppies, isn't it within the mom's family's rights to change their minds.
The dad's family said they would pay half of everything. A total of $380 was due, and $140 has been paid. The mom's family offered to give back the $140 that was paid and not collect the rest of the money.
