I also think mom may not have enough milk or the other pup drink it all.
I had a pup who wouldn't eat and she was getting weaker and weaker. We had to take her apart and let her feed on mom first before mom took care of the others. I think the other pups were drinking all the milk too fast for her to get some.
It worked ok to get her to drink first and we had her on moist food as soon as she accepted it.
