have you bathed recently? bath in hypoallergenic shampoo weekly as well just to make sure not pollens on top of food allergy.
Yes allergy dogs can become allergic to food after being on it for a long period of time -- what could have happened is food was a bother then taking to an area with lots of pollens just made it worse and aggravated the situation or got bit by a flea and has been aggravating for 3 weeks since it is the hind end.
