 I feel your pain
I live on a military base in a high-rise apartment tower that is one of only 2 that allow pets. I am constantly finding that owners are just letting their dogs crap everywhere and they never seem to have a bag to pick it up. I keep a couple little pooper scooper bags tied to my dogs lead, so i will always have one. I can say that most of the people I see are good about it. But I just want to go report the ones that are repeat offenders to the housing office. It's gross and I agree, I don't want my dog sniffing your dogs turds, when your dog could be sick! I just don't want to report them and the housing office makes it a no pets tower. I would have to move because I am NOT getting rid of my dogs!
