In case anyone else is interested. I looked up some info on the OC animal care website. There is a 3 dog limit per house. By law, all dogs need to be licensed to indicate ownership, as well as if the pet is lost, they can contact you.
As far as the license fee, I found a loophole. if your dog is an assistance dog, there is no charge for licensing. Anyone know how to get Uni certified? LOL
