Another sad situation is this-these people are usually licensed by USDA the same as are farmers who raise cattle, goats and horses. The laws governing them says zero about keeping their coats clean. An animal MUST have access to shelter, food and water. The humaneness or lack of it is not legislated and these people can, and do, get by with what we call neglect, and still obey the law.
I might be wrong in this, but I think not. If I am, someone please quote the correct law or interpretation of that law. And, I am not intending to criticize anyone on this forum..
Yep your right.. at least in this area that's how it works. PLUS if a place wants to skirt around USDA they can just drop it and have just the kennel license which ALOT of them do who have been fined and closed by USDA.
