What are you feeding?
Was she checked for mites, fleas, yeast, bacteria?
Any gunk/specs between her toes? In her ears? Eye gunk?
I'm kind of surprised your vet jumped right to steroid, unless the itching is extremely severe and/or she is breaking skin.
