It sounds like he's dangerous to have in your home.
I would definitely NOT bring him back to the shelter - the chances of him finding a home from there are very slim. I would try to find someone who is experienced with shepards, and training them. You might try seeing if any professional trainers want him, because they would definitely know how to deal with him.
