I live in Northern Alberta, Canada and my 2 babies love playing in the snow! We still go for walks everyday. I have winter coats and booties for mine. They still go outside to do their business and I don't usually put their coats on for that because they are only out for a few minutes.
When I find it cold enough to wear a heavy sweater, that is when I start putting their sweaters on them too. As the weather gets colder, the sweaters turn into winter coats.
I get most of my clothes from Petsmart but some I have order from Ebay.
