If you are consistent with making them heel they eventually will learn, but you have to be consistent. If some days you let them pull then they will forget what they learned the previous day. I pet sit for many dogs and some take one pull to heel and others take a few walks. Even my friends Pug who is completely spoiled and normally walked on a retractable leash (and he is never pulled when he is sniffing), is fine after a few walks. He is worse at pulling than any of the labs or goldens or GSD's I've walked. Crazy, as he is only 18 lbs. It happens every time the dog comes to me and I have to retrain each time.
