I understand a breeder not wanting to give papers until proof of spaying or neutering. The fact of the matter is that the only sure way is to have the pups altered before selling them but I have a problems with that because I don't think it is not in the best interest, health wise, to have a puppy altered at a young age.
If someone buys a pup and they don't have the AKC papers but have the AKC numbers of the sire and dam then they can still register that pup with a different kennel club. Unfortunately there are dishonest people that would do just that.
