I think that's exactly it, the bad economy. People are looking for more ways to scam people. Good thing you got refunded from paypal, b/c paypal does not always protect you. Your refund depends on whether or not the seller has anything in their account. It's also safer if you back up your paypal account with a credit card instead of just a bank account.
