I don't think it's far to have such a strict policy about age because every child and family situation is different. I have a 2 year old and a 5 year old. I make sure I pay attention to them when they play with the animals and we do just fine. I think a 7 year old and a 9 year old is plenty old enough to respect a fragile animal. I think that every family should be looked at individually. Some 10 year olds shouldn't have small animals and there are 2 years old that can...go figure!
