If they have no food or water..and are left in the cold - those poor puppies must be just miserable and they are being neglected...
I would call your local ASPCA...you can also get pictures and document the facts you DO know about him - if the puppies are full of worms - they can at least citate him for not getting them proper medical attention - but it would be hard to shut him down....unless people speak up - have your friends and family report him too - the more the better. you CAN be anonymous
