Definately write a very detailed letter to the base commander. Keep it respectful, but list all of your facts! There was no excuse for the poor treatment your baby got while you were gone. It makes me even madder that it happened at a military base! Ask your husband to get the right chain of command for the complaints, but
put it in writing. If there is one thing the military will do is "cover their butts" when a complaint is put in writing. It is sort of like getting written up by a superior. The charges MUST be answered. If possible, have a witness statement that will agree that your pup and her things were urine soaked, matted and crusty. Is there a base vet? They should be contacted too. Definately get your letter out to everyone you can, from the base Commanding Officer, Special Services, MW&R, Vet Services, Army equivalent of the Ombudsman in the Navy (someone the wives can go to for help?), and is there a base top enlisted advisor? They can also be of help looking into services that are incompetent or abusive. It is worth it to put some time into this so it won't happen to another unsuspecting person. I would have thought you could put your trust in a kennel on base too!
