Both of these people are wrong IMHO. A reputable breeder would never sell a 2 lb dog without it being fixed especially if it was going out of the country. How is he protecting his lines if this is what he is doing. If his country doesn't allow spay/neuter then don't sell it outside of the country as you can't check on the new owner.
This buyer is breeding mixed dogs and trying to justify it.
Again, more people making $$$ of the back of dogs and not protecting the animals in their keeping.
Sad.
