There are some dog patterns from the big pattern companies - Simplicity, McCalls, etc. although I've never used them. If you don't need a pattern with multiple sizes, just copy a harness that fits her really well. I started with a harness that fit OK and modified it to fit Sammy really well. Since she doesn't change sizes, I just use that. There are free tutorials online for how to add a ruffle. Sandi Henderson has a free tutorial on her website for gathering:
