I used to take my first Yorkie, Pippin on many bike rides. I learned the hard way about the necessity of a harness. We were touring the Antietam battlefield in MD, and he was in my bike basket and a squirrel and ran by... I thought he was too smart to jump out of a high basket, but I was wrong and paid the price for that mistake. He was bloody all over and shaking. I was bloody too after I slammed on the brakes (I was actually dragging him for a bit on a dirt path with lots of rocks until we came to a stop, I went over the handle bars, as he was in his walking harness and it stayed in the basked after he jumped).

After that incident and a trip to the doggy ER, where he pronounced fit and just scratched up, I installed a restraining device to the basket. I would never say that riding with any dog in a basket is completely safe, but it was a vast improvement. I always rode extra careful with him, but you cant control everything when your in a vehicle, even a bike. Recommend you stay on smooth paved bike paths, and stay away from heavy traffic.
