The woman says she gave her the shots herself? Is she a breeder? I wonder if she hasn't had shots at all and that is just the "story" she is feeding you. Could you bring her for a vet check before you commit to having her?
And yes, vets give shots, clean teeth and all sorts of medical care on yorkies all the time. Yes, some dogs (not just yorkies) unforunately have an issue with going under.. but it is a chance that has to be taken when it comes to the welfare of our pets. If her teeth are really bad it could lead to other issues
