I definately would take him to an orthepedic surgeon for a 2nd opinion and only allow an orthepedic surgeon to correct it.
But, on another note, was this a yorkie of your breeding or a yorkie that you obtained from a breeder. If it was a yorkie that you obtained from a breeder, do you have a guarantee? This is a genetic defect. Notify your breeder, she must not breed this puppy's dam and sire again. They should be spayed/ nuetered. Your breeder is responsible for assisting you in correcting this lil guys hip.
