 Outside!
Unless I'm in the potty training stages of a young puppy, I wouldn't use piddle pads inside the house. In my opinion they have to learn to relieve themselves outside, even in the winter. Giving them too many options will only confuse them and that will eventually lead to accidents on bath rugs, carpets, etc...But that's just my personal opinion. They're a great training tool, but that's it.
