Trim the hair off the tops of the ears. Also taping the ears may help. Maggie's ears were "taped" when we got her from he breeder using packaging tape stuck on with Crazy Glue. When that finally came off, we did not put any back on. We took her to Petsmart a couple weeks ago or so for a puppy trim and had them clip down the hair on the tops of her ears while they had her there. After a few days, her ears came up and have stayed up. Some also say that 'massaging' the ears can help too.
