We have a doggie door which they use most of the time. But when we leave - or at night - they use piddle pads. It doesn't seem to confuse them too much.

OTOH, before we bought the house, we lived on the second floor of an apartment complex. The balconies were HUGE, and I was able to build a 4 x 4' "litter box" on the balcony, lined with heavy duty trash bags. The dogs went out there.

These little dogs are a lot smarter than we give them credit for. He should be able to figure out piddle pads for emergencies and "outside" when he has the opportunity.
