I'm not sure how long your little guys topknot is at the moment, but he might be pawing at it because you are making it too tight. I know when they have hardly any hair up there when puppies it is hard to make a little topper, but try to make the point that you are wrapping the band around at least 1/2 inch to an inch away from his scalp, keep your thumb or finger pressed on his scalp as a measure of how high you will wrap the band.
Does that make sense?
And yeah, I agree with all, keep at it, be patient, and soon he will be letting you do it without any issues
You might try putting the band in from behind him instead of reaching for his head from in front of him, that way he may be more receptive to letting you mess with his hair.
