Your vet can use the same dye that is used in the eye to check for corneal problems. They put the dye in flush it a bit. Turn off the lights and check with a special blue light to see if there is any dye in the nostrils. If not, the naso-lacrimal ducts (they drain the excess lubricant from the eye into the nostril) are either clogged or not open. I have my dogs ducts flushed when they go for their first dentals as a routine..
