I don't know how much time you can spend outside with her, but if you could possibly wait her out till she goes potty outside and then praise praise praise her and also give her a treat - she might get the idea you want her to go outside. It must be really frustrating to not be able to get her to go outside. I think the pee pad soaking idea above is a good one! I think you are just going to have to keep taking her outside till she goes and then use that positive reinforcement to help her understand that is what you want her to do. Also the more time you spend with her, the more likely she will want to please you - e.g. she'll want to go potty outside again because she'll want to please you. So, I think you are doing the exact right thing by holding her and giving her lots of attention. I think she will catch on, but it may take a little time.
