I had one...and gave it to my daughter. Yes it can cook frozen food.
It would make my lights dim when it kicked on and off. So we got rid of it. If you really want one, you can get them at retail stores and don't get suckered into all the "free" extra stuff they charge a unfair shipping and handling fee on.
I personally wasn't impressed with it.
