I agree! Always a harness. My previous yorkie didn't start with collapse trachea sounds until he was older, but my new guy does it at a year old already. He wears a collar on him at all times that has his tags on, and then when he goes out I put on the harness.

Since he is young and likes to run and roll around the harness also works so much better plus I don't worry about him slipping out of it like a collar.
