Both. Milly wears a collar with her ID tags (required by law here) but her lead is attached to the harness.

If you're worried about a collar getting caught on something and choking your dog, there are collars available that will click open using only a tiny bit of force (no pressy buttons or anything like that). Obviously they're not suitable for attaching a leash to, because if your dog pulls it would just pop off, but they will hold an ID tag securely.

But I would never attach a leash to a collar on a Yorkie because of the weakness in their tracheas.

As a side note: I'd be interested to hear from anyone who can recommend a harness for a dog who has problems finding a good fit! She has a big chest, but the front strap is always very loose, and I can't take her down a size because then it wouldn't fit her chest!
